Recently some Defence Watch readers have been raising what they see are concerns about the child care benefits that military members receive. Here is an example of what one reader in the Canadian Forces wrote:


“I see the gov’t found a way to recoup some of the money they are losing, from the tax free status they first rescinded and then under public pressure, reinstated to deployed military members.

Recently the Treasury Board announced that deploying members who require child care while they are away, will have to show a receipt from an individual or commercial company in the business of providing child care, in order to receive the $75/day. Otherwise they can only claim $35/day.

Seemingly this is to cut down on the number of deploying members from paying their mothers/in-laws/family friends the $75/day. $75/day seems like a lot, but for 24/7 service, that just over $3/hr.

But the sneakiness of it all is that, there are very few, if any, commercial businesses that provide 24/7 child care service – at least I have never heard of any. So Treasury Board, and thus the government, knows they will rarely have to pay that $75/day.


This may not be a big deal to most. It just stinks how governments seem to give with one hand and take away with the other.”


So I asked the Canadian Forces about this and received this answer from spokesman Derek Abma:

“The Family Care Assistance rules have not changed, though CAF members were recently reminded of when the various maximum rates are applicable.

With Family Care Assistance, members are entitled to be reimbursed a maximum of the daily amount established in the National Joint Council Travel Directive, in respect of the difference between what the member normally pays for childcare and what the member actually paid for childcare, up to a maximum of $75 a day per household for commercial care supported by a receipt, or $35 a day per household for non-commercial care, which might be provided by a family member living outside one’s home, when supported by a written declaration from the member.

Family Care Assistance is available to help with costs associated with dependent care for single parents and service couples when the CAF is the sole cause of removing the member from their children for a period of 24 hours or more.

Members with a civilian spouse are not entitled to Family Care Assistance.”
