Allan 'Dinger' Bell, at his home in Cole Harbour, N.S., was badly burned during the HMCS Kootenay explosion in 1969 that killed nine people. He and some of his former shipmates don't understand how a veteran sailor received compensation for a fire on another warship that they say never happened. (David Laughlin/CBC)
