RCMP and the Pension act? Empty RCMP and the Pension act?

Why was the RCMP allowed to opt out of the New Veterans Charter?

Answer: The RCMP at the time were being represented by the SRR (Staff Relations Representative)  

The SRR program were able to lobby politicians successfully to keep the RCMP out of the New Veterans Charter.
