RCMP and the Pension act?

Why was the RCMP allowed to opt out of the New Veterans Charter?

The RCMP at the time were being represented by the SRR (Staff Relations Representative)  

The SRR program were able to lobby politicians successfully to keep the RCMP out of the New Veterans Charter.

I think the answer is there are way less of them than us. A couple thousand RCMP claims versus a hundred thousand veterans that actually got sand in their boots, spent most of their career deployed or away on EX. Posted every 2 to 4 years families left behind to fend for themselves. Yes the horsemen and women get moved around mostly if they choose or get promoted but much less disruption in their lives than ours. We deserve a better deal but that would be"Way more money than Canadians have right now".
