Well of course there's a lack of trust, the Ombudsman can only recommend, and at that he can point out problems left right and center but they will only be acted upon if it sits well with the Deputy Minister of Veterans Affairs. The Ombudsman is effective in helping out individuals who is reaching out for help, but the core issues within the file never get resolved.
An Ombudsman change of mandate to report directly to Parliament will never happen. This would take away the control of government which will never be allowed. Notice the Minister of Veterans Affairs could not comment on rather or not he would endorse the Idea, there's a good reason for that in that is he needs to have Natynczyk the Deputy Minister of Veterans Affairs who runs the Veterans file make that decision for him. Natynczyk will never go for that, that would publicly bring out more of Natynczyk devious tactics he uses to screw over disabled Veterans.
Even if it were to pass, a change in mandate for the Veterans Ombudsman in this form will of course bring out more facts, but it still will not force the government to act on what is being asked of disabled Veterans. It could force the government at some point to enact legislation protecting disabled Veterans. This would be a good thing because with the Veterans file the government will not on it's own bring back fairness with respect to the pension act, but if disabled Veterans had a legal card to play, this card could force the government to act via the (courts).
Another point here is the senate standing committee on Veterans Affairs. This is independent of the file but nothing of significant ever happens to the file even though recommendations are brought forward by disabled Veterans.
Nothing passes on the Veterans file without the approval of Natynczyk. Natynczyk runs the show in it's entirety, therefore without a legal card for disabled Veterans to play, we are stuck with what Natynczyk dictates.

I don't think this idea of changing the ovo's mandate will ever pass simply because of the governments fear of losing control over the file.
Don't know if it's just me but seems as tho things with veterans are not progressing.
Maybe time for an inquiry.

Good on Dalton for thinking of this mandate issue. Not likely it will move forward but will show just how our file is controlled by the government. From my perspective nothing good regarding our file has come from both governments since the 2006 change-over. Both governments play each other using the Veterans file, and disabled Veterans for political gains. Not something to be proud of. Not holding my breath on this one.
