Timeline to 2019

FALL 2018 - WINTER 2019


Once the Parliamentary process is complete, Veterans
Affairs Canada will need to review the files of Veterans
who are already receiving benefits and contact them
about how the new benefits will affect them and
develop the systems and processes needed to
efficiently deliver the new benefits on April 1, 2019.


THIS MEANS:


Ensure frontline
employees are fully
trained and ready to
help Veterans and
deliver the new
programs

Build systems to deliver
benefits, for example,
update My VAC Account
to allow for electronic
application and streamlined
digital processing

Review files of Veterans
already receiving benefits
and reach out to them to
discuss the new benefits
and their impacts


Until all this work is done and the new benefits come into effect, Veterans will continue to
receive the current benefits and services for which they are eligible.

Members of the Canadian Armed Forces (CAF) play a significant role in defending the security and comfort of Canadians. Yet in a recent survey, 32 per cent of Veterans said they had difficulty adjusting to life after service, which can negatively affect their own well-being.

Veterans Affairs Canada (VAC) cites the seven domains of well-being as being crucial to Veterans’ transitions from the military to everyday life. These domains — including health, employment or meaningful purpose, financial security, life skills and preparedness, cultural and social environment, social integration and housing and social environment — all are closely linked, meaning that poor well-being in one area can impact the other six.

Each year, approximately 5,000 CAF Regular Forces members transition into civilian life. They may have physical ailments: a once-broken ankle or arm, lingering neck or back injuries. Many may face mental health challenges, such as Post Traumatic Stress Disorder (PTSD). Or they may be physically and mentally healthy, but require financial or other assistance to support their transition.

To offer even greater support to Veterans during this shift, VAC introduced a new suite of benefits called Pension for Life. These benefits grant former CAF members the flexibility to make the best decisions for their unique needs and improve their overall well-being, now and into the future.

Pension for Life benefits empower those who live with a service-related injury or illness to receive the type of compensation that works best for them and their families. The suite of benefits they may qualify for as a result of their service includes pain and suffering compensation, income replacement or a host of wellness programs to help ease their transition out of the military.

The Pension for Life website provides a tool to walk Veterans through income replacement scenarios. There are also answers to frequently asked questions about well-being, health, rehabilitation and benefits for Veterans post-CAF service.

For instance, those who experience ongoing pain and suffering due to a service-related injury or illness can choose from monthly or lump sum payment options to compensate them through the pain and suffering compensation for those experiences. For those with ongoing difficulty adjusting due to a permanent service-related injury or illness that creates a barrier to life after service, an additional monthly, lifelong tax-free additional pain and suffering compensation may be available. In addition, the income replacement benefit — monthly income support for Veterans with a service-related illness or injury who qualify for VAC’s rehabilitation program — is a taxable benefit that replaces up to 90 per cent of a military salary (indexed to inflation).

Pension for Life provides financial, health and well-being and career-related services, as well as support for housing and home life changes. Created to help Veterans transition into civilian life, these benefits put the well-being of former CAF members first.
