Retired public servants and veterans from the Canadian Armed Forces and the Royal Canadian Mounted Police all acknowledge the tremendous work of their current cohorts amidst a global pandemic. You have provided scientific and evidence-based advice to our government, and you have kept us safe during this difficult time. Pensioners continued to receive their pension payments on time. OAS recipients received their much-needed payments (and special payments) as well. Behind-the-scenes employees kept government departments operating seamlessly, and even CRA employees ensured that we were able to pay our taxes from a safe distance!
Kudos to those of you who developed and implemented the special programs, sometimes almost overnight, to help Canadians requiring special assistance and to keep our economy relatively strong. As federal retirees, we are proud of our accomplishments and our service to Canada and Canadians, but we also take pride in the ingenuity and innovation of our newest generation. There is an old saying: “Been there, done that.” However, with the pandemic, we can only say: “Been there, but never done that.”

The Federal Public Service Health Care Plan Administration Authority (AA) is a not-for-profit corporation that oversees Sun Life Assurance Company of Canada in its administration and interpretation of the Public Service Health Care Plan (PSHCP).
The AA is conducting a survey to explore PSHCP members’ habits and attitudes about communication platforms as they pertain to their experience with the PSHCP.
The AA wants to know where plan members look for information on the plan, how often they look for information and whether they find the information they are seeking. The survey is available on the PSHCP website at www.pshcp.ca/#survey-dialog. It takes less than five minutes to complete and is open until mid-December 2021.

Pension indexing rate for 2022

At the end of each year, the Treasury Board Secretariat provides the National Association of Federal Retirees with information on the pension indexing increase that is effective Jan. 1 for federal public sector pensions.
The pension indexation rate effective Jan. 1, 2022, is 2.4 per cent.
Information on the calculation of this index can be found on the Government of Canada website.
While inflation has increased rapidly in the last few months — the indexation calculation includes the average increase over the past year, including late 2020 when the CPI increased at a slower rate.
To find out when you can expect your pension payments, review the Pension Centre’s calendar. If you have questions about your pension payments or find that a payment is late according to the calendar, you can reach out to the Pension Centre using your preferred means of communication.

Imagining what Federal Retirees could be

Before going into my topic for this edition, a word just to say how humbled and honoured I am for the nice tribute that appeared in the last edition of Sage. Allow me to be proud.
Keeping my promise to look into the future as my tenure as president ends, I am titling this article “Imagine.” I am stealing the thought from the late John Lennon who, in the mid 1970s, wrote a song with that title. In it, he talks of a better world and what would be needed to achieve it.
In that spirit, I invite you all to imagine with me what the National Association of Federal Retirees could be in 2030.
Imagine that we were successful in protecting our defined benefits pension plan and played a significant role in increasing the number of organizations that are providing similar plans to their employees and that the number of Canadians eligible for pension plans has significantly increased.
Imagine that the Public Service Health Care Plan for pensioners remained affordable for all pensioners and that premiums were guaranteed not to increase more than the cost of living.
Imagine that Canada develops the best policies for an aging society with a five-star long-term care program that emphasizes safe and healthy aging at home and that Federal Retirees had a lead role in its development and implementation.
Imagine that Federal Retirees’ influence is such that it is consulted as the go-to organization at the local, provincial and national level for major seniors issues.
Imagine that Federal Retirees succeeds in developing an umbrella organization consisting of public service retirees organizations at all levels of government to advocate on behalf of all pensioners.
Imagine that Federal Retirees has dramatically increased its membership to include the great majority of retired federal public servants, veterans from the Canadian Armed Forces, the RCMP and retired federally appointed judges.
Imagine that more and more volunteers are interested in being involved and engaged with our Association and that these volunteers reflect inclusivity and the diversity of its members.
Imagine that our national office is recognized as a model of governance and management of non-profit organizations.
Imagine that we continue to make a difference.
There is a saying that if you can’t imagine it, you can’t achieve it. In all my years with the Association, I have seen it, imagined it and achieved it. The Association is starting to develop its next five-year strategic plan. The current plan was based on two documents, as I mentioned in the Winter edition, Moving Forward and NAFR 2030. It reflects directions and objectives leading to what the organization can achieve. The next plan will be developed in a post-COVID world with a changing environment and different needs and requirements of pensioners. Federal Retirees will imagine it and achieve it.
A president’s message appears in each quarterly issue of Sage magazine. You can read the latest issue of Sage, along with all back issues, online.
