Canadian military can't provide parliament with information on how it is responding to sexual misconduct

The Canadian Forces can’t provide parliament with any details on the actions it has taken in response to sexual misconduct nor the number of military personnel who have undergone training to prevent such incidents.
But it noted in its latest departmental plan presented to parliament that in 2019-2020 there were 356 reported incidents of sexual misconduct, up from 256 in 2018-2019. The Department of National Defence could not say how many of its civilian employees reported incidents of sexual harassment.
The departmental plan comes as the Canadian Forces faces allegations of sexual misconduct by some of its top leaders.
Defence Minister Harjit Sajjan noted in his introduction to the plan that the document “provides information about how the military and civilian Defence Team serves Canada and outlines the results we plan to achieve on behalf of Canadians.”
“I am confident that the Defence Team will meet the challenges of the coming year with the skill and excellence Canadians expect,” he added.
But Conservative MP Kelly McCauley said considering that the issue of sexual misconduct has for years been identified as a significant problem in the ranks, there is no excuse for the lack of information in the departmental plan. “It just doesn’t seem like the department or military are taking this problem seriously,” said McCauley.
As for “the number and type of actions taken in response to reported sexual misconduct” the plan noted that such “results not available.”
As for harassment, the departmental plan noted that that 16.7 per cent of military personnel reported that they were harassed in 2019-2020. DND and the Canadian Forces have set a goal to drop that down to 11.9 per cent or less, according to the document. Fourteen per cent of civilian employees reported harassment. The Department of National Defence wants that to drop to 10 per cent or less.
Almost 12 per cent of military personnel reported that they faced discrimination in 2019-2020.
The military has a goal to get that down to 9.2 per cent. As for civilian employees, seven per cent said they faced discrimination. The goal is to drop that to five per cent or less, according to the plan.
But McCauley questioned those targets. “You would think you would want the goal to be zero,” said McCauley. “You would think there would be no tolerance for harassment.”
Allegations about sexual misconduct in the senior military leadership have continued to make headlines over the last several weeks.
Chief of the Defence Staff Adm. Art McDonald voluntary stepped down Feb. 24 from that job after being put under military police investigation. The admiral had only been in the job since Jan. 14. McDonald has declined to comment.
Former Chief of the Defence Staff Gen. Jon Vance is also under military police investigation over allegations of sexual misconduct. He has said he did nothing wrong.
The Commons defence committee is conducting hearings into the allegations and has expanded the scope of its inquiry to examine how the government reacted to such concerns.
Retired Canadian Forces Ombudsman Gary Walbourne testified in front of the committee that he told Sajjan about the Vance allegations in 2018. The minister refused to accept the evidence that he was offered, Walbourne noted.
Sajjan has said he disagrees with parts of Walbourne’s testimony but he did not provide specifics.
Sajjan did put a halt to the military’s plans to have Lt.-Gen. Chris Coates become deputy commander of Joint Force Command in Naples, Italy. Sajjan told this newspaper he made his decision after being recently told that Coates had an affair with a U.S. civilian co-worker while he was deputy commander of the North American Aerospace Defence Command in Colorado. Coates declined comment but the Canadian Forces said he has broken no rules.
