OTTAWA -- Political Ottawa is abuzz with speculation about how Prime Minister Justin Trudeau will reshape his cabinet Monday after the unexpected resignation of longtime Liberal Scott Brison from his post as Treasury Board president.
The cabinet shuffle is expected to be small, with as few adjustments as possible to fill the void of Brison's departure.
But given the internal importance of the Treasury Board when it comes to constraining government spending, the shuffle is expected to result in at least two senior ministers being moved.
Speculation Sunday revolved around Indigenous Services Minister Jane Philpott being moved to Treasury Board.
Brison's departure also leaves Trudeau's cabinet without representation from Nova Scotia -- a hole expected to be filled on Monday as part of the shuffle.
The Liberals hold all 11 seats in Nova Scotia, giving Trudeau 10 backbenchers (excluding Geoff Regan who presides over the House of Commons as Speaker) to choose from. Speculation Sunday centred on Sean Fraser as the most likely candidate for the province's slot on the front bench, although other names, particularly Bernadette Jordan, were still circulating.
Senior sources say the Nova Scotia newcomer will not go directly into Treasury Board, which despite its low public profile is considered a vitally important cabinet job.
It is the guardian of the public purse, overseeing how the government is managed, how it spends money and how it goes about regulating many aspects of Canadians' lives. The president of the Treasury Board is also responsible for negotiating 27 collective agreements with 15 different bargaining agents.
Philpott, who was named to the newly created Indigenous Services post 18 months ago, is widely seen as one of Trudeau's most competent ministers and something of a fixer who is dispatched to put out political fires.
As Trudeau's original health minister, she is credited with helping the government navigate relatively unscathed through the rocky debate over legalizing medical assistance in dying. She was tapped by Trudeau in August 2017 to make concrete progress on improving the lot of Indigenous Peoples, one of the prime minister's top priorities.
Philpott is currently vice-chair of the Treasury Board cabinet committee.
Sources say Trudeau wants to keep the shuffle small, moving as few ministers as possible. He conducted a major shuffle just last July, which was intended to fix problem areas and put in place a cabinet ready for this fall's election -- a plan that was upended by Brison's surprise decision to retire from politics.
Among those expected to stay put are Finance Minister Bill Morneau, Foreign Affairs Minister Chrystia Freeland, Public Safety Minister Ralph Goodale, Environment Minister Catherine McKenna, International Trade Diversification Minister Jim Carr and Social Development Minister Jean-Yves Duclos.

Looks like the CBC's article was updated saying that - "Liberal sources also said Veterans Affairs Minister Seamus O'Regan would be moved to replace Philpott."
CTV's updated today saying - "Philpott's new appointment will likely trigger a domino effect, to some degree, within cabinet as Trudeau looks to fill her spot while keeping in mind regional representation. There is speculation that current Veterans Affairs Minister Seamus O'Regan will be the one to fill her vacancy, meaning that his ministerial position will need filling."
Will comment later if the MVA is moved.

Jody Wilson-Raybould is out as justice minister, a job she's had since 2015, and has been shuffled into the Veterans Affairs job.

A lawyer is the new VAC Minister? Yeah nothing to worry about on this appointment because 1 April the new PFL comes out and I'm sure NO ONE will bring up the Equitas lawsuit loss.

Unfortunately it has become real easy to comment on new appointed Ministers of Veterans Affairs.
Before I get into the move itself, it is my opinion that what initiated this in the resignation of Scott Brison within treasury dept with spelling out the reason behind his resignation being wanting to spend more time with family is in my opinion untrue. I'm certain the resignation has nothing to do with him wanting to spend more time with his family. But this is what politicians do. They'll do OR say anything to protect their party base.
With the new appointment of Jody Wilson-Raybould as Minister of Veterans Affairs I don't see anything changing with the Veterans file. She will have her meeting with the incompetent, Ignorant deputy Minister of Veterans Affairs Walt Natynczyk, and we all know what will happen after that meeting. He will relay to her his views, the way the file is run, and what's coming down the pipe, (PFL). As we are aware the Veterans file is run by Walt, and his bureaucratic team. It is an insurance style system that puts disabled Veterans under the same umbrella as regular released Veterans. The Veterans file of today, does not come close to the merits of the pension act. The Ministers 2006 forward have all become the puppets for the bureaucratic puppet-masters within the Veterans file. They, the Ministers have allowed this to continue to happen Minister after Minister. This is why Veterans, and Veteran groups across the Country are angry. The only way we will see a competent Veterans Minister is seeing that Minister override what Walt, and his team brings forward. Go outside the box, and meet with Veterans such as Sean Bruyea, make OR give leadership orders that are sound to what Veterans want, not what Walt, and his bureaucrats want. The NVC, the PFL does not come close to the pension act as far as fairness OR merits are concern. This needs to change if we want to meet the approval of disabled Veterans across the Country. Being an election year, the PFL coming into force 1 April, I don't foresee any movements by our new Minister besides perhaps a few of the norm photo ops.
So in my opinion, just another useless addition to our already chaotic Veterans file.

Former Minister of Justice. Former Minister who fought against disabled veterans Equitas suit, the Canadian government has no obligation to it's disabled veterans by law is what was used by her department. She's going to be a real help alright!

OTTAWA, Jan 14 (Reuters) - Canadian Prime Minister Justin Trudeau on Monday shuffled his cabinet after a senior member quit and quickly had to deny he had demoted his long-serving justice minister, who seemed less than happy with her new job.
Trudeau made five changes after Scott Brison announced last week he was quitting as president of the Treasury Board, which has overall control of public spending.
The departure of Brison, who said he wanted to spend more time with his family after 22 years in politics, deprives the ruling Liberals of a veteran figure ahead of an October election that could see the party lose its majority in Parliament.
As part of the shuffle Jody Wilson-Raybould moved from the prestigious justice portfolio, where she had been since November 2015 when the Liberals took power, to veterans affairs, traditionally a more junior post.
Wilson-Raybould looked grim during the swearing-in ceremony and later - in a very unusual move - released a statement saying she could not comment about "the many questions and inquiries" as to "why I am no longer the Minister of Justice."
Trudeau, asked about the apparent demotion, told reporters that her work as justice minister had been exceptional "and now we need someone very strong to deliver for our veterans".
Wilson-Raybould will replace Seamus O'Regan, who has come in for some criticism for mishandling the sensitive veterans' file. He goes to the indigenous services portfolio, replacing Jane Philpott, who is the new head of the Treasury Board.
David Lametti will take on the justice portfolio.
Wilson-Raybould represents a constituency in the Pacific province of British Columbia, where the Liberals need to do well in the October election.
Polls suggest that the Liberals - under pressure over their handling of the economy and stalled energy projects - could struggle to maintain their majority. That would leave them in a weaker position, relying on support of other parties to advance their agenda and survive confidence votes.
